World Accreditation Day 2025

On June 9, 2025, the Belarusian State Centre for Accreditation (BSCA) held the First Congress of Belarusian Assessors in Minsk as part of the celebration of the World Accreditation Day.

The purpose of the event is to develop coordinated actions to implement the updated legislation in the field of accreditation and the Program for the Strategic Development of Technical Regulation of the Republic of Belarus until 2030 (approved by the Resolution of the State Committee for Standardization of the Republic of Belarus dated 07.04.2025 No 46).

The congress was attended by more than 350 delegates, including technical experts representing all sectors of the Belarusian industry, heads of organizations that include accredited conformity assessment bodies, as well as representatives of associations and stakeholders.

Elena Morgunova, Chairman of the State Committee for Standardization of the Republic of Belarus, opened the event and addressed the delegates of the Congress with a welcoming speech. First Deputy Chairman of the State Committee for Standardization of the Republic of Belarus Alexander Burak informed the delegates of the Congress about the program documents in the field of quality, which have been adopted and are being developed in the Republic of Belarus.

BSCA Director Tatyana Nikolaeva summed up the results of the development of the National Accreditation System of the Republic of Belarus for the period 1993 - 2025, outlined the key tasks of the accreditation body for the future and presented the general concept of the Declaration of the First Congress of Belarusian Assessors.

The moderators of the thematic blocks (representatives of BSCA) coordinated the debates of the Congress delegates on each item of the draft Declaration, including the issues of improving the activities of assessors, improving the activities of technical committees on accreditation and the application of the results interlaboratory comparisons for accreditation purposes.

The participants of the Congress discussed new approaches of the accreditation body to manage the competence of assessors (rating system), a new concept of training for technical experts, new approaches to organizing the work of technical accreditation committees, as well as digital profiles of assessors and technical committees within the framework of the Unified Information System in the field of accreditation.

The most heated discussions were held on the issue of encouraging accredited entities to participate in strengthening the expert potential of the National Accreditation System of the Republic of Belarus. The need to develop differentiated approaches to the provision of candidates for technical experts by organizations was noted, taking into account the size of organizations, the demand for a specific field of activity and other relevant factors. The delegates of the Congress stressed that despite the high professional status of the technical experts, it is necessary to jointly search for additional measures to stimulate organizations (legal entities) to interact with the accreditation body in terms of strengthening the expert potential of the National Accreditation System of the Republic of Belarus.

Voting on each paragraph of the draft Declaration took place in the telegram channel of the BSCA (t.me/bsca_accreditation). The draft Declaration was approved by a majority of votes and published on the official website of the BSCA.

The event also included an award ceremony for the best аssessors and technical experts of 2024 based on the results of The Competition Competence 2024.
