In accordance with the Law of the Republic of Belarus of October 24, 2016 No. 437-Z “On assessment for compliance with technical requirements and on accreditation of conformity assessment bodies,” technical committees on accreditation are created by the accreditation body, are subjects of accreditation and are part of the structure of the National Accreditation System of the Republic of Belarus.
Following the requirements of GOST ISO/IEC 17011-2018 “Conformity assessment. Requirements for accreditation bodies accrediting conformity assessment bodies” “the accreditation body shall have formal rules for the appointment, terms of reference and operation of committees that are involved in the accreditation process, and shall identify the interested parties participating” (clause 5.8).
Technical committees on accreditation are created considering the type of conformity assessment activity (testing, calibration, certification, proficiency testing, etc.), objects of conformity assessment (food products, construction materials and products, vehicles, environmental objects and etc.) and joins specialists in a specific field.
Technical committees are created by the accreditation body to develop, if necessary, methodological recommendations on issues related to accreditation; to prepare, if necessary, recommendations for the accreditation body referring its decisions on accreditation, as well as to confirm the technical competence of accreditation experts.
The National Accreditation System of the Republic of Belarus has 7 technical committees on accreditation. Their tasks, functions, members, rights, responsibilities, as well as working procedure of technical committees on accreditation are defined in Policy P SM 5.8.
In their activities technical committees on accreditation are guided by normative legal acts, technical legal acts that regulate accreditation activities, as well as accreditation body documents developed in accordance with and purpose of the requirements of GOST ISO/IEC 17011.
