Assessment of competence for the purpose of accreditation
Assessment of competence for the purpose of accreditation is carried out in accordance with Chapter 3 of the Accreditation Rules upon the applicant's application for accreditation and includes the following stages:
- application review, resource analysis, -making decision on the application;
- preparation for the assessment ща competence;
- conclusion of an agreement/contract;
- preliminary assessment (if necessary);
- examination of the set of documents submitted with the application;
- assessment (using assessment techniques and their combinations, including on-site assessment, remote assessment, witness assessment, document review, file review, measurement audit, reveiw of the results of participation in proficiency testing and other interlaboratory comparisons, validation audit, interview);
- summarization of the obtained data and preparation of assessment reports;
- making a decision on accreditation.
An application for competence assessment work for the purpose of accreditation is submitted through the information system of the accreditation body IS "Accreditation". The application form and accreditation documents are available through the links:
The set of documents submitted with the application is determined by subparagraph 12.1 of paragraph 12 of Chapter 3 of the Accreditation Rules and includes:
- draft accreditation scope;
- passport of technical competence;
- copy of the organization's charter;
- copy of the certificate of state registration in the Unified State Register of Legal Entities and Individual Entrepreneurs;
- copy of the branch regulations (if any);
- copy of the division regulations (if any);
- copy of the approved structure of the legal body;
- copies of documents describing the management system of the applicant, referenced in the table "Information on the applicant's self-assessment of compliance with the requirements of the basic standard (for all applicants for accreditation and accredited entities)" of Appendix 3 of the passport of technical competence;
- information in electronic form about the applicant and its scope of accreditation (for inclusion in the National part of the Unified Register of the Eurasian Economic Union). Forms for filling out and submitting information to the Unified Register are available through the link.
If the technical accreditation commission makes a positive decision to confirm the competence of the applicant for accreditation, the accreditation body issues an accreditation certificate with the attached scope of accreditation.
The decision to include conformity assessment bodies in the national part of the Unified register of conformity assessment bodies of the Eurasian Economic Union is made at a meeting of the technical commission for accreditation in accordance with the criteria established by paragraphs 8 - 10 of the Procedure for including accredited conformity assessment bodies in the unified register of conformity assessment bodies of the Eurasian Economic Union, approved by Decision of the Council of the Eurasian Economic Commission dated December 5, 2018 N 100.
The accreditation body concludes an agreement with the accredited body for the whole period validity of the accreditation certificate.
Information on the validity period of the accreditation certificate and the scope of accreditation attached to it is entered into the register of the National Accreditation System.
