TRANSITION TO NEW STANDARDS

In November 2016 annual meetings of Technical Committees and ILAC-IAF General Assemblies were held. BSCA along with the representatives from 90 accreditation bodies all over the world took part in these events.

During ILAC-IAF General Assembly meetings the Resolutions regarding the transition periods for new versions of basic standards in the field of accreditation and conformity assessment published in 2016 or expected to be published in 2017 were adopted:

ISO/IEC 17011:2017 Conformity assessment - Requirements for accreditation bodies accrediting conformity assessment bodies
The publication is expected in August 2017 with the transition period of 3 years from the publication date.

ISO/IEC 17025:2017 General requirements for the competence of testing and calibration laboratories
The publication is expected on May 31, 2017 with the transition period of 3 years from the publication date.
Upon the termination of the transition period the accreditation confirming laboratory’s compliance with ISO/IEC 17025:2005 will no more be recognized within ILAC MRA.

ISO 17034:2016 General requirements for the competence of reference material producers
The standard was published on November 1, 2016 and replaces ISO Guide 34:2009. ILAC General Assembly endorsed the application of ISO/IEC 17034:2016 for the accreditation of reference material producers with the transition period of 3 years from the publication date.

ISO/IEC 17021-2:2016 Conformity assessment - Requirements for bodies providing audit and certification of management systems - Part 2: Competence requirements for auditing and certification of environmental management systems
The standard is published on November 25, 2016 and replaces ISO/IEC TS 17021-2:2012 with the transition period of 2 years.

ISO 45001:2016 Occupational health and safety management systems - Requirements
The standard is expected to be published in December 2017 and will replace OHSAS 18001:2007 with the transition period of 3 years from the publication date.

ISO/TS 50003:2014 Energy management systems - Requirements for bodies providing audit and certification of energy management systems
The standard is endorsed for mandatory application for IAF members who prepare to include Energy Management Systems into IAF MLA.
The standard (especially Table 2 Technical Areas) is endorsed as a Normative reference for the accreditation scope and grouping of sectors for witnessing of energy management systems.

ISO 50001:2011 Energy management systems - Requirements with guidance for use
The standard is endorsed for mandatory application for IAF members who prepare to include Energy Management Systems into IAF MLA.

The Republic of Belarus as well as other members of the Commonwealth of Independent States develop interstate standards (GOST) identical to international standards, that allows conformity assessment bodies demonstrate the compliance with the latest versions of basic standards.
