Activities within the CIS in Chisinau
n the basis of the Ministry
of Economy of the Republic of Moldova the 40th meeting of the
Scientific and Technical Commission for Conformity Assessment (NTKOS), the 40th meeting of
the Scientific and Technical Commission for Accreditation (NTKA) and the 7th meeting of the Working Group on the
Establishment of the Regional Organization (Association) for Accreditation (WG of the ROA) of the Interstate
Council for Standardization, Metrology and Certification of the Commonwealth of
Independent States (CIS) took place in the city of Chisinau (the Republic of
Moldova) on October 12-13, 2017.

For reference use: The Interstate
Council (www.easc.org.by) was created in accordance with the "Agreement on realization of
coherent policy in the field of standardization, metrology and certification of
the 13 of March 1992". Cooperation within the Interstate Council is
stipulated by the Commonwealth of Independent States Free Trade Area Agreement
dated of October 2011. The Interstate Council unites the potentials and
resources of national bodies for standardization, metrology, certification and accreditation
of CIS member states, as well as implements a unified technical policy in these
areas of activity.
About 30 representatives of
the national bodies of the CIS member states: the Republic of Armenia, the
Republic of Kazakhstan, the Republic of Moldova, the Russian Federation, the
Republic of Uzbekistan and Ukraine, as well as representatives of the Republic
of Belarus.

Based on the results of the NTKOS,
NTKA and the WG of the ROA, important documents have been adopted to remove
technical barriers in mutual trade:
1) Agreement on Technical Barriers to Mutual Trade of the
Member States of the Commonwealth of Independent States;
2) Agreement on Mutual Recognition of Accreditation of
Conformity Assessment Bodies.
The discussion of issues
related to the establishment of a Regional Organization (Association) for
accreditation within the CIS has been continued:
- programme of
mutual peer evaluation of the accreditation bodies of the CIS member states;
- development of
documents of the Regional Organization (Association) for Accreditation;
- recommendation
on the application of the ILAC P10 policy on the traceability of measurement
results by the authorized metrology bodies of the CIS member states to support
the national systems of accreditation of the CIS member states;
- development of
an information database for the purposes of the Regional Organization (Association)
for Accreditation;
- peer evaluation of
the accreditation bodies of the CIS member states by the regional accreditation
organizations recognized by ILAC/IAF and others.

Based on the results of the
discussion of the issues, relevant recommendations and proposals were adopted
for inclusion in the agenda of the forthcoming 52nd meeting of the Interstate
Council for Standardization, Metrology and Certification of the Commonwealth of
Independent States with a view to their discussion at the level of heads of
national bodies.
